In addition, the train will now be back in operation, allowing you to ride between Saffron and Goldenrod at any time (no more waiting for the boat).
Now that the power is on, you can complete some of the earlier quests, including returning the Copycat girl's Clefairy Doll, and picking up the Expn. They will reward you with TM07 (Zap Cannon), a powerful but inaccurate Electric attack. Defeat him in battle, and he will tell you where he hid the Machine Part: back in the Cerulean Gym! Go back there again and find it, then return it to the power plant. Head out of town to the north and you will catch up to him. He'll make a break for it when you show up, but the guy outside will tell you that he went towards Route 24. Check the gym: Misty isn't there, but the thief is. The first thing on your agenda is to find the thief they told you about in the power plant.
